최소허용보조 가격의 200달러에서 800달러로 증가 공지
2월 24일 대통령은 무역원활화와 2015 무역시행법령에 사인했다. 조항중의 하나는 200달러에서 800달러로 관세로부터의 면제 최소허용보조가격 인상의 15일 의무 이행을 확립했다. 이 조항은 3월 10일 시행될것이다. 미국 관세국경보호청은 가능한 빨리 적당한 규정을 개정하고 이해 관계자들로 부터의 논평을 요청하며 잠정적 최종 규칙을 공개하려고 하고 있다. 하지만, 3월 10일 부터 800 달러 이하의 발송건들은 200달러 이하의 최소허용보조 발송건들을 위해 현재 적용되는 같은 절차로 같은 규제와 함께 통과가 가능하다.
3월 10일 목요일 12시에 ACE production에서 200달러에서 800달러로 최소허용보조 가격의 인상을 위하여 프로그램 수정이 시행될것이다. 이 프로그램 수정은 321 항 검증에 기반하여 시행될것이다. 이런 발송건들을 위해 현재 존재하는 모든 과정들은 가격부분을 제외하고 그대로 유지될 것이다.
늘 그렇듯이, 추가 정보, 보세창고보관 또는 보호가 요구되는 어떤 발송건들이라도 그것에 관한 공식통관을 요구할 권리를 관세국경보호청이 가지고 있다. 낮은 가격 발송건들의 경우, 그것이 관련된 법과 규정의 준수를 피하기위한 목적으로 사용될시 이런 처리가 거부될수 있다는걸 주의하는게 중요하다. 특별히 수익, 수입안전 또는 심각한 무역 집행 문제들이 존재하는경우엔 더욱 중요하다.

SUBJECT: Notification of the increase in the De Minimis value from $200 to $800
On February 24, 2016 the President signed the Trade Facilitation and Trade Enforcement Act of 2015. One of its provisions established a 15 day mandatory implementation of an increase in the de minimis value exemption from duties and taxes (aka Section 321) from $200 to $800. This provision will be implemented on March 10, 2016. U.S, Customs and Border Protection (CBP) intends, as soon as possible, to publish an Interim Final Rule amending the appropriate regulations and soliciting comments from interested parties. However, beginning on March 10, 2016, shipments valued at $800 or less will be eligible for release under the same processes and with the same restrictions as currently apply for de minimis shipments of $200 or less.
On Thursday, March 10, 2016 at 12:01AM a programming change will be implemented in ACE production to increase the de minimis value from $200 to $800. This program change will be implemented based on section 321 validations. All existing processes for these shipments will remain unchanged other than the value.
As always, CBP has the right to require a formal entry on any shipment where additional information, bonding or protection is required. In the case of low value shipments, it is important to note that this treatment can be denied if used for the purpose of avoiding compliance with any pertinent law or regulation. That is especially important where revenue, import safety or serious trade enforcement issues are present.
